Europa Geopolitica: Is the EU Transforming into a Geopolitical Power?

Abstract: The European Commission led by the newly nominated president von der Leyen clearly positions itself as a “Geopolitical Commission”,which indicates a geopolitical shift in the EU ’s external policies and which may make “Europa Geopolitica” a new label of the EU ’s power. Its positioning as “Europa Geopolitica” is both an addition to and a revision of the former EU labeling as a “Civilian Power”,“Normative Power” and “Linkage Power”.Based on the recognition of its geo-sensitivity and vulnerability there has emerged a consensus among European elites that it is necessary to strengthen the power of the EU in the geopolitical world.“Europa Geopolitica” is a double-layered geopolitical structure both within and outside Europe,which includes not only the strengthening of military power with an emphasis on land power, but also the consolidation of its internal fortress intensifying the subjectivity and spatiality of Europe as a geopolitical player,and arming the EU ’s economic power and increasing its competitiveness in the areas of digital technology and infrastructure. In this regard,China should pay attention to the revival of “Europa Geopolitica”,take active adjustments of its strategy towards Europe and promote China - EU cooperation in order to avoid competition and conflict.
