Abstract: Since the outbreak of the Ukraine crisis, the ability and function of the EU in dealing with peripheral affairs has been questioned by the public. As a framework guiding EU policies toward neighbor countries, the European Neighborhood Policy (ENP) has also been doubted, thus becoming the focus of attention of EU member states and the international society. Therefore, the EU began to reform the ENP in 2015, in order to deal with the sharply deteriorated surrounding environment and internal pressure. Against the backdrop of multiple crises, to some extent, the effectiveness of the reform of the ENP would affect the process of European integration and the stability of the surrounding areas. After describing the process and objectives of the reform, this paper evaluates the reform according to indicators such as economic development, youth employment, anti-corruption and civil rights, then analyzes the specific reasons for the results of evaluation, and finally points out the challenges faced by the reform.
